The establishment and development of

Hau Giang Home Affairs Department

When the Temporary Government of Democratic Republic of Vietnam was set up on 28-8-1945 with 13 Ministries, the Ministry of Home Affairs played a very important role in the government structure under the leading of Minister Vo Nguyen Giap. The Ministry of Home Affairs has implemented a range of key duties such as building government systems, protecting the revolutionary authorities and these has significantly contributed to the Revolution of Vietnamese Party and the whole nation. The date 28-8-1945, therefore, has became a historic milestone of the establishment of Ministry of Home Affairs in the revolutionary government which was set up and leaded by The Vietnamese Communist Party and President Ho Chi Minh. In short, the formation of Ministry of Home Affairs was strongly inherent in the establishment and development of revolutionary government, and was associated with the history of struggle for freedom and country development throughout the historic times with different names including: Ministry of Home Affairs (1945), The Government’s Organization Committee (from 1973), The Government’s Personnel Organization Committee (from 1992) and currently the Ministry of Home Affairs (from August 2002). Together with the establishment, the growth and development of Home Affairs during the history of fighting and protecting our nation, Hau Giang Home Affairs Department has also contributed to the development of Hau Giang province from the first day when Hau Giang province was established. According to the Resolution No. 22/2003/QH11 issued on 26 November 2003 by the Eleventh National Assembly of Socialist Republic of Vietnam about separating and adjusting administrative boundaries at some provinces, Hau Giang province was set up on 01/01/2004 based on the separation from Can Tho City. On 02/01/2004, Hau Giang Temporary Provincial People’s Committee promulgated the Decision No. 01/2004/QD-UBND about establishing Hau Giang Department of Home Affairs. The functions, duties, authorities, and organization structure of the Department was regulated in the Decision No. 80/2004/QD-UBND on 17/02/2004 issued by Hau Giang People’s Committee, and these regulations are not much different from the current ones. According to this legal document, Hau Giang Home Affairs Department is a specialized agency of the People’s Committee of Hau Giang province and is responsible for assisting the Province People Committee in home affairs management including: structure and organization and personnel of administrative departments and units; local governance, local administrative boundaries, civil servants at provincial, district and communal levels, and public services. However, the Department functions have been amended by the Central Government Legislation over periods. To be specific:

- 2004: The Department of Home Affairs had four divisions: Office, Inspectorate, Authority Organization, Staff Organization and Training (Decision No. 80/2004/QD-UBND issued on 17/02/2004)

- 2008: The Department of Home Affairs had seven divisions and three units directly under the Department: Office, Inspectorate, Personnnel and Organization, Local Authority Organization, Administration Reform, Training Management, Record Management and Archives, Board of Religious Affairs, Board of Emulation – Commendation, Historical Archives Centre (Decision No. 31/2008/QD-UBND issued on 15/7/2008)

- 2010: The Department of Home Affairs had seven divisions and three units directly under the Department: Office, Inspectorate, Personnnel and Organization, Local Authority Organization, Administration Reform, Training Management, Youth Affairs, Branch of Records and Archives, Board of Religious Affairs, Board of Emulation – Commendation (Decision No. 16/2011/QD-UBND issued on 20/4/2011).

- 2012: The Department of Home Affairs had eight divisions and three units directly under the Department: Office, Inspectorate, Personnnel and Organization, Local Authority Organization, Administration Reform, Training Management, Youth Affairs, Legal Affairs, Branch of Records and Archives, Board of Religious Affairs, Board of Emulation – Commendation (Decision No. 45/2012/QD-UBND issued on 07/12/2012).

- 2015: The Department of Home Affairs had six divisions and three units directly under the Department: Office, Inspectorate, Personnel and Non-Government Organization, Civil Servants and Public Employees, Local Authority Organization and Youth Affairs, Administration Reform, Branch of Records and Archives, Board of Religious Affairs, Board of Emulation – Commendation (Decision No. 21/2015/QD-UBND issued on 23/7/2015).

- 2019: The Department of Home Affairs had five divisions and three units directly under the Department: Office, Inspectorate, Personnel and Organization, Local Authority Organization and Youth Affairs, Administration Reform and Records and Archives, Board of Religious Affairs, Board of Emulation – Commendation, Historical Archives Centre (Decision No. 09/2019/QD-UBND issued on 08/8/2019).

Since the establishment of Hau Giang province, the public servants at Hau Giang Home Affairs Department has contributed considerably to the thriving of Hau Giang province. Especially, Hau Giang Department of Home Affairs has promoted the solidarity, responsibility, and has also corporated well with other organizations in fulfilling the duties given by the Provincial Communist Party, People Council Committee, People’s Committee. This has helped to the prosperity of Hau Giang province in the new era.

Sự thành lập và phát triển của

Sở Nội vụ tỉnh Hậu Giang

Khi Chính phủ lâm thời nước Việt Nam Dân chủ Cộng hòa được thành lập ngày 28-8-1945 với 13 Bộ, Bộ Nội vụ đóng vai trò rất quan trọng trong cơ cấu Chính phủ do Bộ trưởng Võ Nguyên Giáp đứng đầu. Bộ Nội vụ đã thực hiện một loạt các nhiệm vụ trọng tâm như xây dựng hệ thống chính quyền, bảo vệ chính quyền cách mạng và những nhiệm vụ này đã góp phần quan trọng vào sự nghiệp Cách mạng của Đảng và của cả dân tộc. Vì vậy, ngày 28-8-1945 đã trở thành mốc son lịch sử của việc thành lập Bộ Nội vụ trong chính quyền cách mạng do Đảng Cộng sản Việt Nam và Chủ tịch Hồ Chí Minh đứng đầu và lãnh đạo. Tóm lại, sự ra đời của Bộ Nội vụ có ý nghĩa mạnh mẽ trong quá trình xây dựng và phát triển chính quyền cách mạng, gắn liền với lịch sử đấu tranh giành tự do và phát triển đất nước trong suốt các thời kỳ lịch sử với các tên gọi khác nhau gồm: Bộ Nội vụ (1945), Ban Tổ chức của Chính phủ (từ năm 1973), Ban Tổ chức cán bộ của Chính phủ (từ năm 1992) và hiện nay là Bộ Nội vụ (từ tháng 8 năm 2002).

Cùng với sự thành lập, trưởng thành và phát triển của ngành Nội vụ trong suốt lịch sử chiến đấu và bảo vệ Tổ quốc, Sở Nội vụ Hậu Giang cũng đã góp phần vào sự phát triển của tỉnh Hậu Giang từ ngày đầu tỉnh Hậu Giang ra đời. Theo Nghị quyết số 22/2003 / QH11 ngày 26 tháng 11 năm 2003 của Quốc hội nước Cộng hoà xã hội chủ nghĩa Việt Nam khoá XI về việc chia tách, điều chỉnh địa giới hành chính một số tỉnh, tỉnh Hậu Giang được thành lập ngày 01/01/2004 trên cơ sở tách khỏi Thành phố Cần Thơ. Ngày 02/01/2004, Ủy ban nhân dân tỉnh Hậu Giang tạm thời ban hành Quyết định số 01/2004 / QĐ-UBND về việc thành lập Sở Nội vụ Hậu Giang. Chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Sở được quy định tại Quyết định số 80/2004 / QĐ-UBND ngày 17/02/2004 của UBND tỉnh Hậu Giang, các quy định này không khác nhiều so với quy định hiện hành. Theo văn bản quy phạm pháp luật này, Sở Nội vụ Hậu Giang là cơ quan chuyên môn thuộc Ủy ban nhân dân tỉnh Hậu Giang, có nhiệm vụ giúp Ủy ban nhân dân tỉnh quản lý về công tác nội vụ bao gồm: cơ cấu, tổ chức, cán bộ của các sở, đơn vị hành chính; quản trị địa phương, địa giới hành chính địa phương, công chức cấp tỉnh, cấp huyện, cấp xã và các dịch vụ công. Tuy nhiên, các chức năng của Sở đã được sửa đổi theo Luật của Chính phủ Trung ương qua các thời kỳ. Cụ thể:

- Năm 2004: Sở Nội vụ có 4 phòng: Văn phòng, Thanh tra, Phòng Xây dựng chính quyền, Phòng Tổ chức cán bộ và Đào tạo (Quyết định số 80/2004/ QĐ-UBND ngày 17/02/2004).

- Năm 2008: Sở Nội vụ có 07 phòng và 03 đơn vị trực thuộc: Văn phòng, Thanh tra, Phòng Tổ chức – Cán bộ, Phòng Tổ chức Chính quyền, Phòng Cải cách hành chính, Phòng Quản lý Đào tạo, Phòng Quản lý Văn thư – Lưu trữ, Ban Tôn giáo, Ban Thi đua – Khen thưởng, Trung tâm Lưu trữ tỉnh (Quyết định số 31/2008/QĐ-UBND ngày 15/7/2008).

- Năm 2010: Sở Nội vụ có 07 phòng và 03 đơn vị trực thuộc: Văn phòng, Thanh tra, Phòng Tổ chức – Cán bộ, Phòng Tổ chức Chính quyền, Phòng Cải cách hành chính, Phòng Quản lý Đào tạo, Phòng Công tác thanh niên, Chi cục Văn thư – Lưu trữ, Ban Tôn giáo, Ban Thi đua – Khen thưởng (Quyết định số 16/2011/QĐ-UBND ngày 20/4/2011).

- Năm 2012: Sở Nội vụ có 08 phòng và 03 đơn vị trực thuộc: Văn phòng, Thanh tra, Phòng Tổ chức – Cán bộ, Phòng Tổ chức Chính quyền, Phòng Cải cách hành chính, Phòng Quản lý Đào tạo, Phòng Công tác thanh niên, Phòng Pháp chế, Chi cục Văn thư – Lưu trữ, Ban Tôn giáo, Ban Thi đua – Khen thưởng (Quyết định số 45/2012/QĐ-UBND ngày 07/12/2012).

- Năm 2015: Sở Nội vụ có 06 phòng và 03 đơn vị trực thuộc: Văn phòng, Thanh tra, Phòng Tổ chức, biên chế và tổ chức phi chính phủ, Phòng Công chức, viên chức, Phòng Xây dựng Chính quyền và công tác thanh niên, Phòng Cải cách hành chính, Chi cục Văn thư - Lưu trữ, Ban Thi đua – Khen thưởng, Ban Tôn giáo (Quyết định số 21/2015/QĐ-UBND ngày 23/7/2015).

- Năm 2019: Sở Nội vụ có 05 phòng và 03 đơn vị trực thuộc: Văn phòng, Thanh tra, Phòng Tổ chức cán bộ, Phòng Xây dựng chính quyền và công tác thanh niên, Phòng Cải cách hành chính và Văn thư lưu trữ, Ban Tôn giáo, Ban Thi đua - Khen thưởng, Trung tâm Lưu trữ lịch sử (Quyết định số 09/2019/QĐ-UBND ngày 08/8/2019).

Từ khi thành lập tỉnh Hậu Giang, đội ngũ công chức Sở Nội vụ Hậu Giang đã góp phần không nhỏ vào sự phát triển mạnh mẽ của tỉnh Hậu Giang. Đặc biệt, Sở Nội vụ Hậu Giang đã phát huy tinh thần đoàn kết, trách nhiệm, kết hợp tốt với các tổ chức khác trong việc hoàn thành tốt các nhiệm vụ mà Tỉnh ủy, HĐND, UBND tỉnh giao. Điều này đã góp phần tạo nên sự khởi sắc của tỉnh Hậu Giang trong thời kỳ mới./.
